China Foreign Languages Publishing Administration signs cooperation agreement with Huawei

[Shenzhen, China, December 2, 2025] The China International Communications Group (CICG) and Huawei Technologies Co., Ltd. (Huawei) signed a cooperation agreement in Shenzhen. Under the agreement, the two parties will deepen collaboration in key areas such as autonomous innovation in equipment renewal, innovative applications of data elements, Huawei Cloud capability output, joint innovation in media large models, and professional talent cultivation. By leveraging CICG's resource advantages in international communication and Huawei's technological innovation strengths, the partnership aims to jointly advance breakthroughs in artificial intelligence technology within the media industry and promote high-quality industrial development, thereby enhancing the country's international communication capabilities.

Chang Bo, Director of the China Foreign Languages Publishing Administration, Li Yafang, Deputy Chief Editor of the administration, Yue Kun, Vice President of Huawei and CEO of the ISP and Media Division, and Xiao Xuegang, General Manager of the Marketing and Solution Sales Department for China's Enterprise and Government Sector at Huawei, attended the event and witnessed the signing ceremony. Yu Yingfu, Deputy Director of the China Foreign Languages Publishing Administration, and Liu Tao, General Manager of the System Department for China's Enterprise and Government Sector at Huawei, signed the agreement on behalf of both parties.

Director of the Foreign Languages Bureau, Chang Bo, affirmed Huawei's outstanding achievements in technological innovation and support for the international communication industry over the long term. He pointed out that the Foreign Languages Bureau is the core institution responsible for undertaking the national international communication strategy tasks. Currently, technologies such as artificial intelligence and big data have become the core driving force for media industry innovation. This visit to China is not only to learn advanced technological experience, but also to lay the foundation for deep cooperation between the two sides. We hope to use the signing of this agreement as a starting point to transform the intelligent development blueprint discussed by both parties into concrete implementation "construction drawings", focusing on the needs of national level corpus big model construction, global communication computing power support, etc., to promote the precise docking of Huawei's technical solutions with the business scenarios of the Foreign Languages Bureau. They also held special discussions with Huawei's technical team on topics such as media big model applications and global computing network storage construction. Both parties have reached a preliminary consensus on how to rely on Huawei Cloud Global Computing Network Storage to support the global dissemination site business of the Foreign Language Bureau, as well as optimizing multilingual content production and dissemination effect analysis through AI technology in specific scenarios.
