Huawei releases the "Target Architecture for Trusted Data Circulation Network," building a foundational framework for connecting trusted data spaces

[China, Shanghai, September 19, 2025] During the Huawei Global Connect 2025 conference, a high-level forum titled "One City Network, Building a Trusted Data Space Connection Foundation" was successfully held in Shanghai. The forum brought together over 100 urban administrators, industry leaders, and experts from across the country to delve into the importance and urgency of establishing a trusted data space connection foundation for cities, as well as how to plan and build a unified urban network for the future. It also featured the sharing of exemplary practices from pioneering cities. At the forum, Huawei unveiled the "Target Architecture for Trusted Data Circulation Network," aiming to establish a trusted data circulation domain, unlock the value of urban data, and accelerate comprehensive urban digital transformation.
Du Zhiqiang, CEO of Huawei's Broadband Network Group, delivered a keynote speech. He stated that the "City One Network" is becoming the foundational connectivity platform for trusted data spaces, with the Trusted Data Circulation Network serving as the circulation engine. Based on nine key characteristics of trusted data circulation, Huawei unveiled the target architecture of the Trusted Data Circulation Network. From the perspectives of networks, users, and operations, it establishes four systematic capabilities—trusted circulation, efficient circulation, compliant governance, and intelligent operations—to achieve trustworthy, controllable, and serviceable data circulation.
Ma Chaojiang, Director of the Digital Economy Department of the Ministry of Information Technology and Industrial Development of the National Information Center, stated in his keynote speech that the first batch of 63 pilot projects for innovative development of trusted data spaces have been launched nationwide. The city's trusted data space has entered the stage of system construction, and higher requirements have been put forward for the trustworthiness, controllability, and manageability of the network. Each city needs to strengthen institutional and technological coordination, balance development and security, and build a closed-loop ecosystem to create a compliant, efficient, secure, and reliable data circulation environment.
The forum also shared the practice of Shenzhen City's One Network: exploring new models of digital infrastructure in the AI era, building the core hub of urban neural networks with the "1+N+1" government external network, coordinating the "one network, two domains" to achieve the isolation of digital government domain and urban data circulation domain, creating a digital twin base and high-throughput computing power network, efficiently integrating city and district computing power and data, and promoting the high-quality development and innovation synergy of AI.
Yan Chun, Deputy General Manager of Mianyang Xintou Industrial Co., Ltd., shared the practical experience of building a city network in Mianyang. He mentioned that the Mianyang Science and Technology City New Area has planned and constructed an urban optical network base to empower new digital industries such as artificial intelligence, low altitude economy, autonomous driving, and trustworthy data space. It will gradually carry out the cultivation, empowerment, and public service of new industries in stages, actively participate in the construction of digital society, and enhance people's happiness.
Zhang Xianguo, Vice President of DYXnet, emphasized in his keynote speech that from the perspectives of AI business driving and user operation, we will collaborate with Huawei to create a one-stop hyper connectivity solution, and build a balance between trusted data space in data circulation, security, and efficiency, providing new ideas for the co construction of industrial ecology.
Looking towards the future, Huawei will continue to leverage its advantages in urban network infrastructure, collaborate with partners and customers, and contribute to the promotion of urban digital transformation.
