Huawei and CIGRE GCC jointly released the "Power FGOTN Technology White Paper"

[Kuwait City, Kuwait, November 10, 2025] During the 21st Gulf Cooperation Council International Conference on Large Power Grids and the 31st Power Equipment Exhibition—GCC POWER 2025, to support the construction of information and communication technology infrastructure for the AI era in the power industry, Huawei and CIGRE GCC jointly released the "White Paper on Power FGOTN Technology" (hereinafter referred to as the "White Paper"), aiming to accelerate the intelligentization of the power industry through technological innovation.
The International Conference on Large Networks (CIGRE) is a globally recognized authoritative non-governmental organization in the power system field, focusing on scientific research, standards, and exchanges in high-voltage transmission, power systems, and substations. Its Gulf Cooperation Council Committee (CIGRE GCC), representing the GCC region, promotes regional power technology exchange and collaboration by organizing international conferences, exhibitions, and seminars, fostering industry knowledge sharing and technological advancement. GCC POWER 2025, a key industry event in the region, showcases cutting-edge technologies, equipment, and trends.
Mohammed Yousuf Al Kubaisi, Secretary General of CIGRE GCC, prefaces the white paper. He stated that Gulf Cooperation Council (GCC) countries are in a leading position in energy and digital transformation. As the "nervous system" of this transformation, the power communication network has demonstrated the characteristics of regional integration and technological leadership, and is developing towards a more intelligent, reliable, and green direction. However, facing the demand for massive data and diversified services in the future, traditional communication networks are facing challenges in terms of reliability, carrying efficiency, and business isolation. The future development of power communication networks in Gulf Cooperation Council countries will closely revolve around "integration" and "intelligence". With the development of communication networks, based on the widely deployed OTN technology worldwide, the carrying capacity of small particle production control services has been supplemented, namely fgOTN technology. Therefore, fgOTN (Fine grained Optical Transport Network) technology will become a key cornerstone for achieving the vision of "integration" and "intelligence". Looking ahead, by introducing new generation communication technologies such as fgOTN, the power communication network of Gulf Cooperation Council countries will go beyond the simple concept of "connectivity" and develop into an efficient, reliable, and intelligent comprehensive digital infrastructure.
The white paper system elaborates on the power target network planning scheme based on the fgOTN architecture, providing important references and implementation paths for the evolution of global power communication networks. This is not only a comprehensive upgrade of communication technology, but also a key infrastructure to support the Gulf Cooperation Council countries in achieving the strategic goals of the "2030 Vision" and building future energy systems and digital competitiveness. Its implementation will effectively promote regional energy transformation, strengthen the foundation of digital economy development, and lay a solid foundation for building a clean, efficient, and intelligent sustainable energy future.
