Longjiang Jiaotou and Huawei Sign Agreement on Joint Innovation Center Cooperation

[Shenzhen, China, October 29, 2025] Heilongjiang Transportation Investment Group Co., Ltd. (hereinafter referred to as "Longjiang Jiaotou") and Huawei Technologies Co., Ltd. (hereinafter referred to as "Huawei") signed a Joint Innovation Center Cooperation Agreement (hereinafter referred to as the "Agreement") at Huawei's headquarters in Shenzhen. Under the Agreement, the two parties will integrate business scenarios with digital and intelligent technologies to jointly develop innovative solutions for smart logistics and smart transportation, setting new benchmarks and injecting new momentum into the digital and intelligent transformation of the large transportation and logistics industry.

Shang Yunlong, Party Committee Secretary and Chairman of Longjiang Jiaotou, and Ma Yue, Vice President of Huawei and CEO of the Intelligent Transportation Group, attended and witnessed the signing ceremony. Yang Dayong, member of the Party Committee and Deputy General Manager of Longjiang Jiaotou, and Li Xiang, General Manager of Huawei's Heilongjiang Government and Enterprise Sector, signed the agreement on behalf of both parties. Zhao Xinping, Deputy General Manager of Longjiang Jiaotou; Yin Da, Assistant General Manager and Director of Human Resources at Longjiang Jiaotou; Qi Zhigang, Chief Digital Officer and Chief Planner at Longjiang Jiaotou; Wang Chengwu, General Manager of the Market Expansion Department and Party Committee Secretary and Chairman of Longyun Group; Tang Fujun, Party Committee Secretary and Chairman of Longjiang Jiaotou Information Technology Company; Shen Surong, COO of Huawei's Intelligent Transportation Group; and Qiu Shikui, Vice President of Huawei's Logistics and Warehouse Intelligentization Group, were also present at the signing ceremony.

In 2020, Longjiang Investment and Huawei collaborated to embark on a path of joint innovation. In recent years, the two sides have closely cooperated and achieved a series of typical innovative results in the fields of smart logistics hub platforms, highway video cloud networking, smart highways, and open-source HarmonyOS smart tunnel construction.

Facing the new development period of the 15th Five Year Plan, in order to better grasp the opportunities of the new round of technological revolution and industrial transformation, and to serve the promotion of Longjiang Jiaotou's digital development strategy, both sides have unanimously decided to continue and deepen joint innovation cooperation. Both parties will rely on the Joint Innovation Center's technology research and development base to carry out cooperation in industry and key technology research and development, technology incubation, and technology resource services.

Both sides will deepen cooperation and mutual trust, optimize cooperation mechanisms, integrate and leverage their respective advantages, and carry out comprehensive cooperation in areas such as digital transformation and upgrading of transportation infrastructure, intelligent construction of intra provincial, inter provincial and cross-border logistics, testing of intelligent vehicles in cold regions, joint talent training, and jointly expanding the market. They will establish a new model of integrated development of transportation industry economy and technological innovation on a larger scale, wider field and deeper level.

Looking towards the future, both sides will further accelerate the construction of a modern comprehensive transportation system, driven by industrial development and the integration and innovation of science and technology, to improve the quality of transportation services, promote cost reduction and efficiency improvement in transportation and logistics, and make new contributions to the development of new quality productivity in transportation and the transformation and development of the digital economy in Heilongjiang.
