The Jinchang Municipal People's Government signed a cooperation framework agreement with Haisi and Huawei

[China, Jinchang, November 4, 2025] The People's Government of Jinchang City signed a tripartite cooperation framework agreement with Beijing Haisicai Technology Co., Ltd. (hereinafter referred to as "Haisicai") and Huawei Technologies Co., Ltd. (hereinafter referred to as "Huawei") in Jinchang City, Gansu Province. Wang Fangtai, Secretary of the Jinchang Municipal Party Committee, Deputy Secretary and Mayor Wang Linxi, Standing Committee Member of the Municipal Party Committee and Secretary of the Municipal Party Committee Office Wu Chunming, Haisicai Co-founder and Operations President Shu Peng, and Huawei China Regional Vice President Zhang Chunlei witnessed the signing and held discussions. Standing Committee Member of the Municipal Party Committee and Executive Deputy Mayor Ma Guokai, Haisicai Vice President and General Manager of the Northwest Regional Company Zhang Meng, and Huawei Gansu General Manager Yin Jun signed the agreement on behalf of the three parties. Zhang Guanghui, Director of the Smart Photovoltaic Energy Storage Expansion Department of Huawei China Digital Energy, participated in the event.

According to the agreement, the three parties will actively engage in comprehensive cooperation. Within three years, the Jinchang Municipal Government will provide support to HBS for planning, developing, and constructing independent energy storage projects within the city. HBS will leverage its advantages in the full energy storage industrial chain as stipulated in the agreement, actively undertake independent energy storage power station projects in Jinchang, and collaborate with Huawei's technologies and solutions in the new energy sector to jointly promote the development of strategic emerging industries in Jinchang. Huawei will focus on clean power generation, green ICT infrastructure, and energy storage, offering advanced technical solutions to support the tripartite cooperation project. Additionally, it will coordinate resources to continue mobilizing Huawei partners to contribute technical expertise, furthering the informatization, independent innovation, and new energy sectors in Jinchang, and collectively fostering the economic and industrial growth of the city.
